Blonde Blazer (Mandy) is a superhero, head of the SDN's Torrance branch, and a main character in Dispatch. Sometime before Robert Robertson's employment, Blonde Blazer had reformed and redesigned the struggling SDN-T branch into its current state, having first arrived at its filthy, rat-infested offices, including the metaphorically 'leaderless' state of its workplace environment. After Mecha Man's retirement, she approaches Robert Robertson with an offer of employment at the SDN as a dispatcher for its Phoenix Program.
