As the leader of a terrorist organization Francine is a Machiavellian figure who primary purpose and goals are morally and ethically questionable once revealed and requiring great power, means that Francine is not to picky on whom joins or for what reason, thinking of the big picture and operating on the mantra of "the end justifies the means" as justification. However Francine herself seems to genuinely believe that she is doing the right thing by instigating a Magical Girl Fascist rule.
