Handa Tou

Handa Tou is a dhampir (a child between a human and vampire). He is a member of the Vampire Countermeasure Division in the Kanagawa branch. Hinaichi is one of his superiors in the division. He went to the same high school as Ronald and Kameya. He considers Ronald as a rival due to them wanting to be a vampire hunter.
