The hero of Chaos Code. Hikaru Otagi is a sub lieutenant of the Earth-Union, a worldwide governmental organization that quickly rose to power shortly after the discovery of Chaotics. While Hikaru's personal origins are unknown, his motivations stem from the subtantial poverty amongst the population under the Earth-Union's rule, and he has made it his lifelong goal to help those in need.
