Iguin is a high-ranking Brimmed Hat Witch; who had sold a mysterious magic book to Coco. Their motivations have something to do with making Coco use forbidden magic. They appear to be incredibly powerful, possessing magic that is beyond the scope of normal witches. They also have an incredible agility, being able to make jumps while casting magic.
