Kotoha Kutsugi

Kotoha Kutsugi is a character in Best Student Council. She is the best member of the Covert Squad and uses shurikens as her weapon of choice. She views Kuon with great suspicion and as a threat when her true identity is revealed. Later she comes to accept her as the leader of the covert squad once seeing all the hard choices Kuon has had to make throughout her life. Kotoha is also a master of unarmed combat and disguise.
