Libra is the 2nd Heavenly Star to appear before Ruphas Mafahl after her revival two hundred years after her defeat at the hands of the seven heroes. She ruled over the constellation of the Scales. Libra is a golem created by Mizal, the Smith King, who gave her to Ruphas Mafahl. Her base material is the "Selection Scales" which is a powerful item that was only dropped once from the boss monster of the quest "Scales of the Goddess".
