Makoto Kagutsuchi is the CEO of Amaterasu Corporation. Makoto is a short, young man. He has long, messy, light grey hair that reaches his mid-back with a long cowlick at the top, growing downwards to the right of his body. Little can be said about Makoto's facial features, due to them being obstructed with a stringless mask. Makoto is said to have a variety of masks, however he is predominantly shown with one: a white mask with one large eye in the upper-center of it. The eye is mostly black with a small white circle in the middle, representing the iris, inside of which is a smaller, black pupil. The nose, right under the eye, is two thin, non-parallel lines while the mouth is a thin horizontal line with 12 slightly jagged lines going across it vertically, and is significantly lower than the other features; the mask is reminiscent of the way a child may interpret and draw a skull. The lines across the mouth are spread evenly, but a gap is left on the upper middle part of the mouth and, instead, a small red tongue is shown poking upwards. Makoto wears a bright purple suit over a long-sleeved white collared shirt buttoned the whole way up and a blue tie, shown only by a deep V-neck in the suit's jacket. The cuffs of the white shirt are slightly longer than the jacket and are visible around his wrists. His suit has a ornate floral pattern down the left side of his body, across his chest, the left sleeve and down to the left trouser leg. The jacket has three pockets, one breast one of his left and two symmetrical ones towards the bottom of the jacket. There are two buttons on the jacket, both of which spell out 'Kanai' in katakana, though only the top button is done up.[3] He wears two plain rings on his index finger and middle finger on his left hand and a pin representing Kanai on the right collar of his suit as well as a black belt with a silver ring buckle. He wears tall platform shoes, giving himself height over characters who may be shorter or the same height as him. Makoto also has a number of other masks that have a variety of colors and bear slightly different designs such as a blue mask, a yellow mask, a pink mask with blushed cheeks, a purple mask with a piercing gaze, a red angry mask and a white mask with a question mark instead of the normal eye. Under the mask, Makoto has the same face as Yuma Kokohead, the person he was cloned from. Makoto's face, and by extension, Yuma's face, is small and child-like, with large eyes, purple irises with a keyhole design, a small nose and a large forehead which is fully visible due to Makoto's hair going down the left and right sides of his head. Makoto Kagutsuchi is, deep down, a cautious, deceptive, manipulative, cunning, and paranoid person. He devotes himself to Kanai Ward at the expense of both himself and the citizens and is willing to commit heinous crimes if it's for their sake, no matter how cruel he believes he must be. As Number One's clone, he considers that a solution without any emotions is optimal in any situation, including when he found out about Kanai Ward being swapped out with amnesiac defective homunculi created by Dr. Huesca during the Blank Week Mystery three years ago. Driven to cynicism, he found that letting them know the truth would be a despairing fate that would bring nothing but destruction and chaos to the citizens and accuses anyone attempting to expose this truth of being an evil upon Kanai Ward, which he especially does to his original counterpart. This led him to do many terrible things to protect them from their fate, like force them into living in eternal rainfall, permanent isolation from the rest of the world through blackmail, killing multiple criminals and feeding them to the residents, and tricking the detectives of the World Detective Organization into becoming pawns for his goal to oust Yomi Hellsmile because Yomi was planning to expose the truth. All of Makoto's overarching plots rely entirely on conducting idle schemes and his sense of ingenuity than applying physical actions and brute-forcing anything as a result of being a clone of Number One of the World Detective Organization, who is known to think without emotions hindering him at all, something that very much applies to Makoto. He always plans ahead and ensures that he never reveals any unnecessary information about himself or Kanai Ward, which he rules over ruthlessly, and his victims never find out the truth of them being a pawn in whatever they're involved in until he already has them ensnared. This is the unfortunate truth of how he is able to maintain his power over Kanai Ward and is able to hide all of his work in the shadows, using layers of conspiracies to do so, and is likely how he is able to remain in power by the epilogue in spite of his desire to be removed from his CEO position to atone for his villainous deeds over the course of the story, having convinced everyone in Kanai Ward of his innocence despite the truth of his behavior saying otherwise about him and his intentions for Kanai Ward and its citizens. To conceal his true nature, he speaks in pointless phrases and irrelevant jokes while avoiding answering any personal questions, and gains the trust of others without being truly honest about his intentions, which is all meant to hide the extremes he goes to in order to pursue his malicious goals. Knowing that his identity alone is incriminating and will expose his crimes immediately, he avoids showing his face to anyone around him and lives in complete isolation, within Kanai Tower and Kanai Ward as a whole, preventing anyone ordinary from coming near him at all. Despite his immense wealth and position as a CEO, of which he gained unfairly, he feels begrudged handling the responsibility of the truth on his own and believes his means of hiding the truth of Kanai Ward are necessary, no matter what the result of this may be. He would be considered a psychopath by normal society considering that even death itself is a non-issue to him in this goal, but this isn't the case as he knows the difference between right and wrong enough to know his actions are wrong without making any excuses or self-justifications for his moral awareness. Notably, as the opposite of Yomi Hellsmile, the only innocent people he gets killed indirectly are the detectives in the opening and several of Kanai Ward's residents, his only successful kill of an innocent is Yakou Furio, who he manipulated into killing Dr. Huesca using Fink the Slaughter Artist which gets him caught in the doctor's security, and his only intentional attempted kill of an innocent person is Yuma Kokohead, who he attempts to justify his extremely cold-blooded murder of by saying that he's Kanai Ward's evil and should be eliminated at any cost, unlike the aforementioned security department director who would kill an innocent person without hesitation. All of his other intentional victims are either criminals themselves or, in his belief, earned their right to become a victim for the sake of Kanai Ward due to being related to the tragedy regarding its citizens being swapped with defective homunculi. In his final scene, he reveals his truest self beneath the metaphorical mask, that being a broken man who wants to do what's right for Kanai Ward without using unethical means any longer. Having been given advice from Number One to be honest with the homunculi of Kanai Ward, he reforms himself to do better and shows that he isn't entirely malicious, turning to using unambiguously ethical means to help Kanai Ward in an instant. His regret for his actions is quite clear when he begs for himself to receive a comeuppance of any kind for all he's done, which ends up being a pointless endeavor. Even though he is regretful and wishes for punishment for his crimes, he is determined even after redemption and attempts to make up for all of his actions regardless, if it's for his sake as much as it is anyone else's.
