Ottlulu

Ottlulu is the Goddess of Arbitration. She judges membership in the Pablohetara Alliance and helps new worlds join. Ottlulu is a woman in a silver dress. She wields a large clock key that looks like it could wind a human-sized spring doll. Ottlulu was a god of the Silver Water World Listeria, a powerful world that had reached the 99th layer at the height of its prosperity. But 14,000 years ago, the Hermit Elmide, Listeria's Sovereign, suddenly went mad as they approached the abyss. Ottlulu tried to reason with him, but she was defeated. In the end, Elmide destroyed their Chief God before killing himself. The memories of its inhabitants would accumulate in Listeria's Forsaken Abyss of Remembrance, where the memories of fallen worlds gather. The fragments of their memories formed Ottlulu's body, as they wanted to preserve the Silver Water Academy Pablohetara and the goddess who presided over its laws. She was then revived in a slightly different body.
