Shutou

Minister of General Affairs Shutou is the minister in charge of public relations and miscellaneous in UW Japan Branch. Shutou is a young woman with light hair with curled hair also in a bun. She wears a sky blue UW minister's coat with white trimmings and a black stripe around the collar, sky blue UW director's skirt, stockings, and black heels.
