Toko Kusumi (久澄 陶子, Kusumi Tōko) is a ninja and Chief of Special Operations Division 1, the largest and most influential division inside the Bureau of Espionage. Born and raised in a strict family, Toko attended an all-girls boarding school from middle through high school, after which she attended a prestigious foreign college.
