Tokuo Katayama

Katayama is one of Kirie Goshima's classmates in Kurôzu-Cho High School who only goes to school when it's raining out and he is notoriously slow (both physically and mentally). Katayama appears as a slightly overweight guy with narrow eyes, very large lips and he is usually dripping wet; either with snail slime, rain or sweat. Katayama seems extremely slow in multiple senses of the word who has very delayed reactions to most things.
