Cecil is an NPC in Goddess of Victory: Nikke Cecil is one of the denizens of Eden, an advanced settlement located in the surface situated in a remote region. Like Shifty, Cecil serves as the operator of Eden, additionally she is also a researcher. Cecil is responsible for the creation of many advanced technologies in Eden such as the optic camouflage of the settlement that conceals Eden from Raptures and the entire Inherit squad. She even built and designed Eden itself.
